The general idea is that this is a document that can be continually updated and republished in a manner that highlight the latest updates. We might call it a workbook or notepad etc. The hope is that it gives us another tool to both internally keep track and externally signal to our readers that we are keeping track of various events without having to write up a whole article about each event.
